The current threat environmenth
as been progressively evolving as
some of the state authorities start to
lose control over the governed country
and they cannot adapt themselves to
the new multi threat environment and
the changing tactic techniques and
procedures (TTPs) of CPN (Criminal
Patronage Network)s, terrorist and
all other illicit organizations. Unstable
states, social unrest, loose border
controls, fights for power, partial security
in homeland are some of the critical
factors triggering disorder, preparing
available grounds for criminals, illicit and
terrorist organizations to start to rule.
While there exists security concerns,
almost all the states not only maintain
military forces for external security,
but also perceive the significance and
feel compelled tomaintain internal
security as the security environment
dictates the implementation of new
approachestowards illicit and terrorist
groups. In this context,as we observe,
terrorism is one of the greatest threats
endangering the stability of the
countries and lives of innocent people.
In terrorism there are always spillover
effects because of unstable countries
and inadequate security measures
starting from borders to the main land.
No one can guarantee the peace
atmosphere unless internal security
is also maintained. Terrorism spills
towards the areas thatcountries leave
unattended. As a result, terrorists start
to populate and rule.
Failed states, abandoned arsenals,
not resolving bilateral or multi-lateral
security problems, prepare the available
grounds for new actors flourish. These
actors and terrorist groups worsen and
damage homeland security by rendering
the states ineffectiveandimplement
new TTPs. Illegal border crossings
and trafficking have started to become
routine in daily life. Illicit groups and
terrorist organizations have started
togain control over trafficking and
homeland borders where there is lack
of internal and border security. Weapon
and ammunition trafficking together with
the difficulty of border control cause a
lot of security problems. Besides easy
access to explosives and weapons
through loose borders from unstable
states and abandoned arsenals
support and strengthen the capabilities
of almost all type of illegal groups and
criminals. This situation dictates the
use of role-effective security equipment
and organized security units. Unless
the case is otherwise established,
new problems like money laundering,
trafficking, kidnapping, assassination,
and illegal activities in the context of
terrorism grow and start to ignite new
security problems. This situation also
diverts the citizens to a new chaos
environment where vandalism, murder,

working in defence sector companies
and making graduate studies at the
Middle East Technical University at
the same time, are planned to be
structured as guided projects according
to the Undersecretariat for Defence
Industries’ specified priority areas,
towards the medium and long term
research and development strategies
of the companies.
Also, the defence sector supporting
research and excellence centers at
ODTU, are providing support to the
ecosystem as the shareholders of the
cluster.
ODTU BILTIR CENTER
ODTU-BILTIR Center, established
in 1992, is one of the interdisciplinary
research and implementation centers
in ODTU. With the understanding of
“Center Units”, which is created with the
participation of a great number of faculty
members from different faculties and
departments, the center is reorganized
in 1999 and consists of 11 center units,
which have their establishment dates
in brackets. Those 11 center units
(Industrial Design-Production Unit,
Otomation-Robotic-Electric-Electronic
Unit, Quantitative Modelling Unit,
Product Usage Test Unit, Defence
Systems Unit, Unmanned Land Vehicles
Unit, Unmanned Marine Vehicles

Unit) are continuing their studies in
accordance with their interest areas.
The center is carrying on R&D
projects on different disciplines and
acting like a bridge between industry,
public institutions and the university

Center (MODSİMMER)
MODSİMMER, is an administrative
and academic unit, and also is a joint
venture of Middle East Technical
University, Turkish Armed Forces
and the Undersecretariat for Defence
Industries, where different disciplines
work together and projects carried out
in order to reach the goal in a field of
modelling and simulation, since its
establishement in 1998. By bringing
university and industry together, it
creates a collaboration platform in
modelling and simulation areas. In order
to keep up with the updated information
about modelling and simulation, create
new projects and make them work
concertedly, “MODSİM Sharing and
Collaboration Platform” has been
created. The center, located at the
university campus, is in a very close
neighbourhood with the university
departments as well as ODTU Teknokent
companies. It is possible to enhance
the projects ,which are a combination
of different disciplines and areas of
expertise, within MODSIMMER, with the
hardware and software opportunuties
that the companies wouldn’t have
because of the restrictions.
MODSİMMER, in order to increase
the significance of modelling and
simulation in our lives, conducts
informative seminars about different
areas and uses the latest high
technology to meet the research and
development needs of the country.
The center, whose constructionwas
completed in 2009, is continuing its
studies ascendingly.
Amongst its duties;
›› Assisting the execution of fundamental
and applied research and development
studies for the analytical and simulation
systems, which allow the prototype and
product success of TAF Joint Operations
Area Simulation System.
›› To facilitate the creation of technical
infrastructure for “TAF Joint Operations
Area Simulation System” within the
scope of,standards,procedures and
technologies.
›› As part of military MODSİM
implementations, increasing the level
of awareness and expertise levels by
providing education and praticability.
METU-MEMS (METU
Microelectromechanical
Systems Research and
Implementation Center)
• The center was established in
2008, in order to; carry out research,
execution and development studies
about the Microelectromechanical
Systems (MEMS), increase the
competitive capacity of Turkey,
introduce MEMS to different segments
of society, increase the universityindustrycollaboration
of companies’
progress about MEMS, strengthen the
infrastructure of MEMS by joining both
the national and international projects,
decrease the brain draining by creating
an attractive environmentfor the young
brains working in the field of MEMS and
create opportunities for the return of
those working abroad.
• MEMS technology is a new one,
and integrated microelectronicalcircuits
on microchips and micromechanical
structures can be made through it.
Microsensors, microactuators and
electronic circuit can be made within a
chip and so that the cost and the size
